[tor-relays] Overloaded state indicator on relay-search

 Hiro,
It took me a minute to find the newly added causal information inline with the example PortMetrics output. I was expecting two distinct sections: Possible Causes and Possible Remedies.
Either way, thank you for adding the information.

We have now updated the support article at:
https://support.torproject.org/relay-operators/relay-bridge-overloaded/

We have tried to clarify how and why the overloaded state is triggered.
I hope this can help operators understand better why their relays can be
found in this state and how a normal state can be recovered.
