What do you mean by "they" and "shutting down"?

Seeing the torrc and /etc/sysctl.conf indeed could be useful.

Please also check the system and tor logs to see if there are
any relevant log messages.

If you don't already, you may want to start monitoring tor's
and the system's resource usage.
