[tor-relays] Relay on CentOS8

Hi Neel,

Thank you for your advice, but I was not planning to run away from CentOS.
For what I need, it suits me perfectly

My question was exclusively about the migration process CentOS Linux to
CentOS Stream
Any advice on that migration would be much appreciated
