You should have the "Fallbackdir" flag on Metrics website.

We have changed how fallback directories are choosen and sadly failed to
update the Gitlab Wiki (we'll get on that).

It doesn't require intervention from operators anymore as we pick them
randomly from the list of relays that match a series of criteria (uptime,
stability, ...).

And that list is re-generated at every new Tor stable release.
