[tor-relays] Help setting up 2 Relays

Go to the bottom of
https://consensus-health.torproject.org/#relayinfo
and then put in your relay fingerprints.

It looks like some of the directory authorities think they're running,
and some don't.

My guess is that they advertise an IPv6 address, and that this address
is not reachable.
