Vidalia hasn't been supported for a long time, but the tor.exe binary still works on Windows.

So you can run a Tor relay or bridge on Windows using the Tor Expert Bundle:
https://www.torproject.org/download/tor/

There aren't a lot of Windows bridge or relay operators, so you might find some bugs. Please let us know!
