[tor-relays] No connections to bridge

You should start with some basic troubleshooting on this.... can you try
to use the bridge yourself from an external TB?

I've learned there is no normal for bridges.  I have bridges with no
activity whatsoever, and others that tell me things like this:

Sep 27 20:46:09.000 [notice] Heartbeat: Tor's uptime is 2 days 18:00
hours, with 3640 circuits open. I've sent 352.18 GB and received 333.43 GB.
Sep 27 20:46:09.000 [notice] Heartbeat: In the last 6 hours, I have seen
11702 unique clients.
