[tor-relays] Using unattended upgrades with tor expert bundle

unattended-upgrades is a Debian and Ubuntu package.
It is not configured in the torrc file: tor does not control its own upgrades.

The Tor Expert Bundle only runs on Windows.

You'll have to do your own upgrades, or use a Windows package manager.
