[tor-relays] Relay Consensus Low

Matt, if you only have 1 host, it may be more beneficial to create 2
relays on it (or more than 2 - if you have more than 1 IPv4 address
available) using tor-instance-create. You could be hitting the limits
of what a single CPU core can do.
