Only way I know to check circuits is in the heartbeat log entry. This is 
from my non-exit relay 855BC2DABE24C861CD887DB9B2E950424B49FC34 (times

The last entries shows some peaks but it doesn't look like a sustained 
thing. "Normal" is around 30k as far as I can see.
