Since this policy is under review at the moment, can I opine that "one 
meeting that suits the US, and one that suits the rest of the world" isn't 
hugely helpful, the rest of the world spanning as it does a *lot* more 
timezones than the US.  I recall there was significant grumbling about the 
timing of this meetup at the relay operators BoF at FOSDEM last weekend.

Could I instead suggest one possible alternative: that you have one or two 
meetups a month, as seems best to you, and they change time according to 
some regular algorithm: each being (two or four weeks and) seven hours 
later than the preceding one might work well, as it will eventually step 
through all the timezones, and indeed days of the week.

That way each timezone will have some that are very convenient, some 
that are less so, and some that are basically impossible (like 2am). 
Everyone will have equal access to conveniently-timed meetings, and be 
equally inconvenienced by the rest.
