[tor-relays] IPv6 and bridges

Seems to be still an issue.

I configured the ORPort of  abridge both for IPv4 and IPv6, checked the
connectivity by using ssh - both addresses are reachable from outside -
but the bridge isn't shown as IPv6 capable, just as IPv4:
