[tor-relays] Raspberry pi 3 relay performace

Similar issue with my Pi 2 B

Since the latest update, performance drops after some time - bandwith speed
and in my case permanent loss of the guard flag. Installation date is
visible in the stats on metrics.

Let me know if some logs would help...
