[tor-relays] No stable flag from 6 out of 9?

The respective dirauths aren't muses, they simply function as they
are designed - they treat relays with unreliable connection histories
as unstable. Having a working connection for a few days doesn't
change that history, so you'll have to be patient to see an effect.
