[tor-relays] Advertised bandwidth

In /etc/tor/torrc, I have:

 ahiker!507 ~# fgrep -i bandwidth /etc/tor/torrc | grep -v '^#'
RelayBandwidthRate 64 MBytes
RelayBandwidthBurst 512 MBytes

But metrics.torproject.org says:

Why?
