[tor-relays] *.old files in ./keys are too new

In recent Tor versions (0.3.1), we renew onion keys every ~4 weeks, to
save on directory downloads. In older versions, the dates would be
July 8 and July 15.

(When you report bugs, please give your Tor version. It saves a
round-trip over email.)
