[tor-relays] What is the right repo for Redhat/CentOS Tor?

That repo is unmaintained, don't use it.

unfortunately they never announced that on the blog
https://trac.torproject.org/projects/tor/ticket/19501

EPEL ships also an outdated version (0.2.9.10) but is not that far behind.

I'm not aware of any RPM repository that closely tracks upstream.
