Does your relay have a stable IPv6 connection?
Was it down over IPv6 at some point in the past?

Alternately, the authorities that measure IPv6 may see the entire set of relays
as being less stable. (I can't imagine how they would see them as more stable.)
But if this were the case, they would be more likely to give the flag.
