[tor-relays] outdated key files in ./keys ?

Yes, see the FILES section of:
https://www.torproject.org/docs/tor-manual.html.en

If you do delete or move these files, you must delete or move them all
at the same time. (If the ed25519 and secret_id files get out of sync,
the directory authorities will reject your relay.)
