Try not using root.

$ go help gopath
...
Here's an example directory layout:

    GOPATH=/home/user/gocode
...

Try using GOPATH=/home/petrusko/gocode
And running go get git.torproject.org/pluggable-transports/obfs4.git/obfs4proxy
As user petrusko.
