[tor-relays] Relays with broken DirPorts

Here is the list of relays that are producing DirPort responses that cause stem to hang, with nicknames and fingerprints:

217.23.14.190:1194 - DVMY - no ContactInfo - 4F0003EAB0E8712B94B29A84BF8B8F34C95927BC
151.80.164.147:80 - faxmachine - no ContactInfo - D225C2EC81E044E3947BC49929E46003ED62C89F
148.251.255.92:80 - GCPD - cc'd - 3E1762CC4552568B5CA361100C59D7786D25965C
78.142.19.59:80 - Yivgekor - no ContactInfo - 3D28E5FBD0C670C004E59D6CFDE7305BC8948FA8

There seem to be no common factors looking at tor versions, ASs, countries, or other visible configuration options.
