[tor-relays] Starting an exit node from spain

I've had a good experience with Pulse Servers. You might want to try and
find another service though. Many tor exits are already hosted by them, and
centralizing too many exits on a single service could cause problems.

BuyVM looks like they have a good service, but you pay for extra bandwidth.
I'm not sure how centralized they are as far as tor exits.
