[tor-relays] ARM Launch Permissions

Yes, added it to both the arm torrc as well as for the tor service itself. Results inconsistent upon a system restart. 
Also, each start of the arm process requires also running ‘sudo /home/$USER/.arm/startTor’. Intended?
