[tor-relays] atlas not showing 3 days and 1 week graphs

Hi Greg,

This sounds like a good idea to me, that we could extend upon.

It would be great if the graphs that cannot be plotted (no data
available - may it be 3-days or 5-years) were removed or just marked
with "No data available" or some other adequate message.
