Looks like some of the authorities couldn't reach your relay ("Running") last time they checked, and the majority doesn't think it's "Stable" (based on uptime). Perhaps this is because it was restarted recently.

Perhaps it's because you changed your address or orport on 2016-02-18.

(Bug #18050 could cause this, it's fixed in master and 0.2.7, and we're considering it for 0.2.6.)

Give it time, and enough authorities should believe your relay is stable.

Perhaps you could consider upgrading it from 0.2.4?
