[tor-relays] Updating wiki - good bad isps

Same here - i'll submit a ticket 


Submission rejected as potential spam 
Content contained these blacklisted patterns: 'http:', '(?i)business'

Hopefully they can fix it as I could update quite alot of stuff on there
