[tor-relays] Outgoing Connections to middle nodes?

A relay establishes connections with all other relays. A better way to
determine whether you are an exit or not is to look at your exit policy.

Can you specify your relay IP address, nickname or relay fingerprint so
we can have a look at your relay on atlas.torproject.org?
