[tor-relays] newer version of tor

I remember Ubuntu and other Debian-based systems moving from upstart to
systemd. I don't know the details, but I know systemd manages services
among other things.

I'm not sure if systemd is actually required for Tor to run, so I guess
compile it and see what happens.
