[tor-relays] "support team" address?

This is the list for relay operation, not Tor Browser questions. There
is currently no good list for support questions, but tor-talk is a
better "catch all" than tor-relays.

There used to be a support team for a while, that's how that message
came to be. The best choices for now are #tor on IRC and
https://tor.stackexchange.com/ . That error message needs to be rephrased.
