Thanks, it works fine when I don't use a Port < 1024.

So far, I have set this during startup once:
setcap 'cap_net_bind_service=+ep' /usr/bin/obfs4proxy

and these options in torrc (which used to work):
ServerTransportPlugin obfs3,obfs4 exec /usr/bin/obfs4proxy
ServerTransportListenAddr obfs3
ServerTransportListenAddr obfs4

with the instance I now get:
Oct 27 11:49:19 Tor-bridge1: Server managed proxy encountered a method
error. (obfs4 listen tcp bind: permission denied)
Oct 27 11:49:19 Tor-bridge1: Managed proxy at '/usr/bin/obfs4proxy'
failed the configuration protocol and will be destroyed.
