[tor-relays] misconfigured advertised bandwidth? (rohan & theoden)

Hi,

first off, thanks for running tor relays!

While playing around with compass.torproject.org I noticed your relays
(theoden and rohan) because according to their advertised/observed
bandwidth they are the fastest in the entire network:

adv bw:
rohan: 363.32 MB/s
theoden:  191.44 MB/s

but the graphs show different values:
rohan: ~20MB/s
theoden: ~10MB/s

So I'm curious how come that their advertised/observed bw is so much
higher. Can you share some insights?

There is another relay that has similar characteristics but doesn't
have your contactInfo, is this also one of your relays?
