[tor-relays] EDIS now bans Tor

Hi,

I tweeted Edis about this and they answered this in two different tweets:

"expect an update on that soon. Relays will be back soon if limited to 5
Mbps ..."

" EDIS is working with several communities to figure out what is
essential to them ..."
