[tor-relays] longclaw BWauth is broken -- no measurements since 7/22

[starlight.2015q2 at binnacle.cx]

Longclaw is broken again.  Has not updated
55% of the the relay BS measurments for
forty hours.

Updated the ticket below with details
and raise it to "major" issue.
