[tor-relays] 0.2.6.10 cell fullness

Hi, has anyone experience any performance differences between 0.2.6.10 
vs 0.2.6.9?  The logs are different so perhaps it is hard to compare. 
It seems my connection is not very active.  Does the lack of cell 
fullness suggest an issue?.
