Would it be too obvious to point out that such patterns are likely
already observed, known to adversaries and that they could be in
a position to take advantage of the situation to increase the likelihood
of being selected as exit relays during these periods? And, if I
understand correctly, it also increases the likelihood of their being
selected as entry points as well because these same reasons for exits
going offline are the same reasons entries may go offline.
