[tor-relays] Unused Tor exit nodes capacity

err=-2 is SSL_ERROR_WANT_READ. It happens when OpenSSL is waiting for more data from the network.

It could be normal, so it's hard to tell if you're experiencing too many of these errors.

Are there delays reading from network sockets, or packet loss, or something similar?
