That does not necessarily mean your bridge works with max. 8 kB/s.
Maybe the bridge is not used much currently (most probably if it's new).

The minium BandwidthRate of 20kB/s you read is correct, I think it
should be at least 200kB/s minimum. Back to our topic, that refers
strictly if you cap the bandwidth to a certain value. If you did not
limit the bandwidth of your bridge via torrc setting or other upstream
firewall and if your internet line is capable of handling above that,
it is not necessarily a problem that your bridge shows in globe with
that value.
