Two that I've had experience with; I can tell you to stay away from RocketVPS, I had nothing but trouble with them. At the moment I'm using Cloudshards and while they haven't yet complained about tor (yet) they have had some pretty significant uptime issues over the last month or so, so I wouldn't recommend them at this stage, either.
