I believe it's recommended now by a majority of the authorities voting
on it..  Looking at a recent microdesc consensus, I see:

params CircuitPriorityHalflifeMsec=30000 NumNTorsPerTAP=100
UseNTorHandshake=1 UseOptimisticData=1 bwauthpid=1 cbttestfreq=1000000
pb_disablepct=0

That "UseNTorHandshake" is what's turning it on for 0.2.4.x Tor
clients with the default configuration.

(In 0.2.5.x, the ntor handshake is on by default no matter what the
consensus says.)
