Because that's how Tor works. Every relay has to be able to connect to
every other relay (apart from Bridges) so the IP address, port and
Public Key for every relay has to be publicly available. The only
'secret' relays are Bridges. Running any other relay is 'coming out' as
a supporter of Tor.
