I've upgraded noisetor to 17-rc.  We were seeing memory consumption
exceeding 2GB/daemon (leading to swap storms on our 4-daemon 8GB box),
I'll keep an eye on it to see if we do better with 0.2.4.

After 20 minutes of uptime with 17-rc I'm not seeing the CPU pegged like
it was within minutes of restart with 0.2.3.25, even though we are
pushing 220 Mbps already.

According to "perf top" we're still spending a lot of time in circuit
creation/teardown though:
