Install Tor using option 2 in the link below:
https://www.torproject.org/docs/debian.html.en

Make sure that your /etc/tor/torrc file contains only this ExitPolicy
directive:

ExitPolicy reject *:* # no exits allowed

Restart tor (service tor restart)
