[tor-relays] exit and skype

This would be an excellent time for me to suggest using Jitsi
(https://jitsi.org), which is FOSS, cross platform and does encrypted
voip and video. Biggest drawbacks are it's java based and doesn't
support SMP or PSK OTR yet.
