I've seen several reports of that lately. I assume Sina's directory
authority is overloaded.

Sina: you might like upgrading to 0.2.4.11-alpha (or upgrading your
git master), and setting "DisableV2DirectoryInfo_ 1" in your torrc. See
the discussion on https://trac.torproject.org/projects/tor/ticket/6783
for details.

Also, from the first graph on

it looks like you might want to raise your rate limiting.
