the guys from opentracker told us at 24c3 that they have made good experiences with informing their upstream provider about their activities. that way their provider forwarded all abuse-mails directly to them. events.ccc.de/congress/2007/Fahrplan/events/2355.en.html this might help with tor-nodes, too.
