[tor-relays] 'service tor start' not using "/etc/tor/torrc"?

Hi Tony,

Your tor, when started that way, does use /etc/tor/torrc as its torrc
file. It *also* uses /usr/share/tor/tor-service-defaults-torrc as its
backup "default defaults" torrc file.
