[tor-relays] Tor Exit Node - DDOS

So these reports of DDoS HTTP attacks are actually a single DoS attack
(using pseudo-legal threats) on the Tor network itself?  Is there any
way to neutralize this fellow with suitable countermeasures, such as
lawsuits or harassment charges?
