Illegal? Why would it be illegal? Or mean?

It seems to me that the bittorrent and other abuse is hurting the tor network.
Has it been considered to integrate abuse prevention policies into tor?

I can see some drawbacks, sure, but what seems to happen now is that each exit relay makes up their own mind about what is the way to go.
