[tor-relays] TOR notice.log is spammed with "Certificate not yet valid" warnings

If it crashes or asserts, stack traces would be ideal.

(Best place to report bugs is trac.torproject.org, if it's not too
much trouble.  That way we can't lose track of anything.)
