Yes, indeed.

Bridge users should select multiple bridges to connect to.  When they
define the bridges to use, they should specify the IP:Port and also
the bridge's fingerprint.  When they connect to a bridge, they take
the fingerprints of the bridges the user defined and do a bridge
authority lookup on them to update the IP:Port if it has changed.

So long as one of the bridges they defined has not changed IP:Port
since they last used Tor, it should be able to locate the others.
